If you buy a thoroughbred that is registered with the JC and tattoo'd... is it true that you can apply to the JC for a set of duplicate papers if the original papers are unavailable? Or not? Thanks

Unless the horse was sold without papers and the papers were sent back to the JC.  If that is the case, you can NOT get new papers.
