I want some place with very little rain. Just enough to grow grass and hay but not flood every thing.
Also reasonable cost of living and decent employment opportunitys.

NO!! You are thinking of South Dakota! LOL.
South dakota is actually a really good place to live with horses in the late spring, summer and fall months, but its winters are gruelling... but we manage to survive!!! :)
