Depends on what 'cheap' means.

I bought a nice Riata set, barely used, off of BHW for $100. The leather is a little thinner than I would like but it's a pretty set & I used it all of last year. Unfortunately the headstall was stolen last year at a Barrel Bash so I'm planning on replacing it eventually, for another horse.
I also bought a MadCow set off of a facebook tack swap page for $150. Nice heavy leather but I think it was made for a draft horse.
SO bought me a BarH set for a little over $200 from the western store here. The quality of the leather isn't bad, it's nice & thick. I love the set. The only complaint I have is that the rhinestones are loose in the settings.

3 Barrels Up is pretty popular around here, their tack sets range from around 250-450 or so new.
