Turn horse out front left leg has no swelling, bring horse in and stands on concrete tied for 5 mins leg swells. Just one leg. Ideas?

What part of the leg is swelling? And how old is the horse?

Through his tendons/cannon bone area. Lower leg. He is sore wheb its swollen. He's 15.
