They keep the breastcollar up off the shoulder, and out of the way. I can't stand a low sitting breastcollar especially if the rigging sits low. 

It is kinda along the personal preference line though.

I have a saddle with low cinch rings and after one of my brestcollar rings tore out i had to start using one (a wither strap). Like the above poster said, it is a preference and I do not like when i have a hanging breastcollar. The horse can loose the range of motion a little bit if the brestcollar is hanging on the point of the shoulder. just my opinion
