Edited to say that thanks to Bobbyjo,(see below) I looked back and the article is from 2012. She thinks the horse made a full recovery. Sorry for sending everyone's blood pressure through the roof. I'll blame it on my friend who sent it to me.We can all still hate on the man who did it though.
This happened not far from me. I haven't read the article you posted but I know that the horse survived. There was a female witness that gave police a description of the truck and the Hispanic male driver. I had heard the police spoke to him but no arrest was made. Then later was unable to locate him to make an arrest.
My friend has the rescue service that Bastrop County uses. I've posted a link to her facebook. She's been doing this for years and has last I spoke to her a month or so ago over 100 horses in her care. She had this horse there and I believe he recovered and has been adopted out. At one time she had the photos on this site.

See below...I made the exact same mistake! Wow....very small world...at least in Texas sense. I live in South Texas near Corpus, so you really aren't THAT far from me; however, strangely enough, my farrier is friends with the lady at Meadow Haven. Now back to the original post. A friend sent me that and I didn't look at the date that it might have taken place. I went back and it is from Dec. 2012. So...hopefully they found the POS. Thanks for the update Bobbyjo.

Something like this happened in AR a few years ago. It was gruesome. I think the guy was drunk if I remember right. Didn't know the horse was being drug. Pitiful. The horse was fortunate because a doctor from a local hospital donated her services and did skin grafts for him. His ribs were showing in places before they worked on him, it was awful. He made a full recovery though!
