Temperature wise, it takes more work to digest them so it will raise body heat but not anymore than hay. Hay is more heating than grain and grain is more heating than fat. For the mind, I think it depends on how much exercise and work they are doing. You are increasing calories in the form of energy and with lack of exercise you could end up with a hot horse. I feed it and see no effects

Exactly. Any feed can make a horse hot if you feed enough to them. I feed plain whole oats to all of my horses and have never had an issue with them being hot. The do not get gallons at a time either.

Never made mine hot.  But I am not an "over feeder."

I had issues with a cowbred mare on oats. Part of that problem was that she was on stall rest and not being ridden hard daily to help expend that energy - totally my fault and the feeding program was changed.

As another poster said, you are adding energy to the diet so you may need to ride/exercise your horse accordingly.

During the busy riding times, my mare gets 3quarts of oats twice a day and she never gets hot unless we don't knock it down when she gets her breaks. Like over the winter, we kept her on the higher end because of how much heat she had to produce, and she got very high strung and nervous, but whether that was from not being rode or the oats is a different question, she got better when we cut her down and rode her a little more.

Do they do anything else with the horse? During the week are they exercising him away from the pattern and arena? Him getting on the muscle could or could not be diet related.

Each horse is an individual and in my lifetime, I had 2 horses that would jump out of their skin on oats.

How big is a "scoop" of sweet feed? Everyone has different scoops. He may be getting a sugar high. Have you ever seen a little kid that had too much sugar?

They exercise the horse 3 days a week no pattern and he's turned out 24/7. He's good in the warm up area and even better in the alley. Just on the muscle outside and during open arena
