Our local riding club is planning to put new footing in our arena, but we are not really sure where to start. Any opinions or advice would be helpful.

Just google horse arena footing or ground.  There are companies that you can hire, like Kiser, or other info on what's usually used for whatever discipline.  Most use a mixture of sand and black dirt or sand and clay.

A good,sand/clay mix that will not pack if you have more sand then the wetter it gets the better it is.. 40% clay 50% sand 10% whatever. Dont wont anythings that packs unless you have too much sand. What kind of natural footing is the land is when the land is worked up. Make a diference.
