I am definatly not an expert by any means but he seems to be wringing his tail when you ask him to do something i wonder if he hurts? also he is tucking his nose in around the barrel try some slow ground work with him. big pocket stop line up behind the barrel then come out looking straight at 2nd do figure eights. and remember to look where you want to go like a motorcycle your horse will go where your eyes go. Hope this helps.

What I noticed is you have the wrong lead going into the barrel so you horse breaks down to the trot before the barrel to switch. Then you're cutting the barrel off on the backside so he isn't able to maintain the forward motion and is stalling out.
Make sure you have the correct lead going into your turns and make sure you leave enough of a pocket that your horse can get in and out smoothly and effectively.
Also, does he always swish his tail that much? Have you ever had a lameness exam performed on him?
