If I wanted a basic sunflower ( no stem)with a cursive H in the flower center, could I do that?

It all depends on your state's brand rules. Some states don't allow "picture" brands, but will only allow letters/numbers, and many only allow them to be a certain size. So once you check your state's rules, you should have a better idea as to what you can or cannot do and it will make designing easier! :)

You may want to check with a brand maker to see if it's possible. They may tell you that it could be "too much" and it may look jumbled on a horse.

The simpler the better with brands.  Often times brands that have too much, get too much heat in spots and splotch badly.  I am not sure about freeze brands though, you may have more wiggle room with them.
