Is there a good bark/training collar out there for a medium sized dog? One that you can just make a beeping noise as well as a shock after if they dont respond to the beep?

Yes...I have one and have used it for training for years.  One button give a tone for a reminder...then the other button will give a little zap that you can vary the intensity.  I've never had to actually go to the Zap button with my girl.  She gets it when she hears that tone.  She doesn't like that sound and will NOT bark when she has the collar on.

I also use it to get her to recall when running off leash.  If she starts following her nose and getting too far away I'll call to her.  If she doesn't start heading back she gets the tone.  That always turns her back to me.  She is a stubborn little knothead...so I was shocked at how well it worked and how quickly she caught on.

This is a newer version of the one I bought several years ago.  It has more buttons.
