Best way to go about getting rid of it? I'm looking at downgrading my trailer to one that has some surface rust. Will having someone sand it down and repaint be the best way to go?

sand blast it and then weld the spots that may have rusted through and then prime and paint. you can't really paint over the rust because it will just eat through the new paint.
