23 sounds pretty old to consider putting a horse back in work. Sort of like bringing an 80 year old veteran soldier back to bootcamp.
Get him thoroughly vetted, lameness exam, and make your own decision.
I wouldn't touch an old horse that's been out of work with a ten foot pole, regardless how mentally sound/unsound he was in the past. Old is old.

That's the problem, I can't get a new horse without getting rid of this one. And he's too unpredictable for me to try to get rid of, because he can't be turned out with a group of horses, only 1 mare or 1 very submissive gelding. No groups or he'll fight other geldings/colts.

He still has plenty of life left in him though, he's won me way too much to just have him put down because I don't have a use for him. That is way too selfish for me to even consider.

I don't think it is fair to start him back up just so you have something to compete on. Sorry :( Maybe take the time off to search for the perfect one or find him a companion home.

I agree if you can't feed another horse, I would try to find him a home that wants a companion for another horse. So this would give you room for another.
