What is unclear by the rhetoric within his proposal is the line between commercial and personal. The bigger question should be...WHY and What DIFFERENCE should it make. This land has already been paid for by our taxes. How much more of a stangle hold are they going to put on it... NO PHOTOS or FILM? Pro or NO, what rights do they have over something like this. I'm telling you, this admin will find any route possible to keep sucking money of our pockets. What they need to define is "Still" photography since permits have been required for movie studios etc all along. What are they going to do? Confiscate our smart phones looking for photos? https://www.federalregister.gov/articles/2014/09/04/2014-21093/proposed-directive-for-commercial-filming-in-wilderness-special-uses-administration

Most of this looks legit. However down toward the end it says Still photography used in advertising....so if I took a photo and used it on a book cover am I in violation of law? If you took a photo and used it in a horse sale ad...are you in violation of law? Since these regulations were already in place what gives with the Still photography being added to the language?
