I'm curious as well!  Mine won't lick the mineral block to save his life.  I've just assumed that it's a habit out of boredom.

My filly is very 'oral.' She does this because she's bored. Hasn't started cribbing and she also licks her mineral block. I think its just something she likes to do. I yell at her when she tries to do it to my trailer.

I had a couple horses that would do this when they wanted salt. I put out a white salt block and they ate it up! Since doing this they haven't licked a pipe :
