Mine will do that when my mouse clicks more than once (I have an old mouse and it goes wonky once in a while).

Sometimes if you dbl click on send it will try to send it twice.. That will trigger the flood msg. (This is in place to prevent bots from flooding the site.) When that happens I open another another tab/window and load the main page to see if the first click went through. Usually it has. When people try to force it through, this explains most of the dbl posts that you see. A lot of people don't know how to delete the extra post. Also, if a lot of people are trying to post on a thread at the same time you will get that msg.
