When registering a foal do I put stallion if he hasn't been cut but planning to? Or do I put gelding where I have no intentions of keeping him a stud.

Whatever he is when you are submitting the registration.  If he hasn't been gelded yet, put stallion.

If you get him gelded befor you send in the papers then gelded, but still a stallion when papers sent then stallion.

What he is when you send papers in.

I've seen where people fully intended to geld, put gelding .... studly got out breed a mare .... try to register a foal by a GELDING

Not saying that would ever happen but always just do what the horse is at the moment because you never know ....
