With our club lambs we did lots of conditioning to build muscles. plus they were on the highest quality alfalfa and show feed. Feed makes a big difference. We also used TROPHY alot

 Boer's and other meat goats do need muscling. Our neighbor uses a chariot. Basically the goat is tied with its front legs on the chariot and the back legs are on the ground. You pull the chariot behind a 4 wheeler and make them walk around. Another friend uses a tread mill that they modified. You needs toys (like big stumps, cable spools, tractor tires) so the goats can play and build muscle that way too.
