Location: from the valley		 Is it customary for food vendors to pay to be at an event just as there is a vendor fee for people that sell stuff?

Location: Where I am happiest		Yes! Just because your not selling tack, you are selling food. Unless the producer has specifically invited you to provide the services because there is no other food available on the grounds. Also keep in mind, there are many facilities who do have a contracted food vender and if thats the case, the facility ( not the race producer) will not allow another food vender.
