I know ropers attach tripping collars to the cinch, but they also attach them to the d ring on the saddle.

I had an aussie saddle that used that type of breastcollar. It's similar to the way a pleasure driving harness is made. Attaches at the girth and up over the neck. I'm guessing that is what is going on with this picture.

It is just a different type.  Its a version of a tripping collar.  Some of the old time ranchers use them in the steep country to avoid presure on the lower windpipe.

It's made to be used that way,  but not something I would use on a barrel horse because it can inhibit a full extension of their front legs.

That style of breast collar is on properly. This design was before the traditional dee rings were put into place as you see today.Sometimes I just want to go back to that style so the breast collar doesn't go into choke mode on my horse. It was happening before you were born...LOL

I attach the breast collar to the UPPER ring of the cinch latigo strap for 2 reasons:  a) I'm old and used to saddles without the upper ring for breast collars and old habits die hard and b) I feel the pull/strain from the breast collar is more of a forward pull than a downward pull across the withers/shoulder.  I don't use a back cinch and I feel this placement keeps the saddle flatter in back than if attached to the upper breast collar ring.  Just my opinion.   I sure wouldn't crucify anyone for fastening as in the photo.....
