I'd look for an older Shiloh that's been taken care of. You can usually find them in that price range that are in very good shape. Balanced ride, fit a horse nice, quality saddle for the money.
I have a Triple Creek. IMO for the money there is nothing wrong with them. I bought mine new in 2009 and I have never had an issue with it. (knock on wood). It has fit everything I've put it on by using different pads.
I'd look at an older Shiloh, Ed Wright, or Ammerman. Sometimes, you'll get lucky and find a used Cactus for around $1000, which I'd snatch up in a hurry :)
