This article floated across my Facebook feed this morning. Well written and I think clears up a lot of controversy.
Frankly it's not worth the risk to me to be stopped for hours along the road while they crawl all over my rig. Our tractor/trailers for work have been seeing a lot more DOT around Iowa lately and they are actively pulling people over.
My current rig is toeing the line, but I'm pricing F350's and bigger trailers and the first stop after the dealership will be the DOT.
Better be ready to hand the officer all he needs to see with a smile, because the "I'm just trail riding" gig isn't going to fly much longer - and by the way I read that article only gets you out of having a USDOT #, you still need a CDL to haul over 10,001lbs even if you're just in state (and USDOT #'s f your state is on this list: http://www.fmcsa.dot.gov/registration/do-i-need-usdot-number ) and not for profit.
