The guy probably doesn't have a vehicle that can pull the boat and he probably doesn't have the money to pay the taxes on it to get it licensed. The he'll have to pay capital gain taxes next year on it. The boat might be worth more then what he makes all year so he'll end up having to sell it as that is how our government works on things like this.
