There was a post on pinterest where you mix 2 parts dish soap to 1 part rubbing alcohol. When frozen, it remains malleable.
I'm making some of these and then sewing my own wrap with pouches to insert these things. I have a mare that gets really tight in her "thigh" muscle I want to ice after workouts and runs. I can sew velcro on to hold in place, or maybe just carefully wrap with a polo.

I use the little gel pack ice things that go in my daughter's lunchbox. I wrap a polo wrap around the hock and put the gel packs on as I wrap. My horses let me do anything to them and they just stand there, though. I wouldn't advise this unless your horses are well broke.
