What are you currently feeding her?  Do you have pictures of her?

Good quality forage is the key, and time.  Some horse just take longer.  I have a 5 YO that is just now starting to fill out into what looks like a mature horse.  We didn't break him until he was a 3 YO due to him being on the small side.  Don't rush it or over feed to try to get growth.  Put her on a good program nutritionally, preferrably 90% forage, and let her come into herself.  Overfeeding and trying to speed up the growth process can present many issues physically for a young horse from OCD lesions to club feet to many other problems.  No reason to mess with Mother Nature....she knows what she's doing.  :

Personally I think 6 days a week on a 3 year old is a bit much. Esp if you are not prepping for futurity races.

Absolutely not my business but it kind of jolted me as well. My 3 year isn't even broke, she's still small.
