I have a horse that runs great between the barrels, but then doesn't want to run back from the 3rd barrel. I've tried spurs, over/under, and a quirt but he just doesn't want to open up on the way back. He does it in any type of arena (chute and end gate). Any suggestions or exercises for getting him to run back?

Could be a lot of things, allergies, upper respiratory infection, bleeder? Or maybe he's tired, sore or maybe he needs a little more conditioning work. And maybe it is none of these things.

 Could be a bleeder. They don't have to bleed from their nose to be a bleeder. Mine did same thing. Had him scoped and he is a bleeder.

I would definitely suspect bleeding. Does he feel like he shuts down and quits running to the third? Does he ever cough after a run or gurgle?

He may not know to run out. You don't ask for a hard stop do you? Try breezing him to open him up. Give him a verbal clue before breezing that you can give in the arena - like a whistle. As others have said, he might have a health problem. Wouldn't hurt to see your vet.
