i have an 18 yr old paint gelding he doesnt really have a huge wither and hes very long. I have tried Impact gel, Classic equine felt, classic equine fleece, and a best ever with no luck with it slipping. saddle fit is great but any pad slips back on him even with a neoprene girth and breast collar. any suggestions appreciated. ]'

Normally when a saddle pad slips...it's because of a poor fitting saddle.

I second this one- check saddle fit. If you've tried that many pads, I wouldn't think it's the pad causing the problem.

 saddle fit is perfectly fine. have had it checked by a few different people including a best ever saddle pad rep.
