I dont know about about this specific clinic but I have been told to budget a minimum of 10k for ICSI.

I have used Dr. Foss at Equine Medical for ICSI services. ICSI is an amazing procedure, I also worked for an ICSI specialist, Dr. Rick Beck in Hemet, CA in 2014. The important thing to consider is that it may take numerous attempts with ICSI before you get a pregnancy. The pregnancy loss rate is greater with ICSI, than it is with regular breeding and embryo transfer. About 20% of the 14 day pregnancies do not have heart beats or do not make it to 45 days.
I would be happy to discuss further the pros and cons that I experienced with Equine Medical Services and also my experiences at In Foal with Dr. Beck. I have had 4 Firewater Flit pregnancies and 2 Dash For Perks and several others.
