| Make an offer, to me, means, the seller will literally consider ANYthing someone legitimately is willing to pay. They could price something at $5000, but would they like someone to pay that? Sure, would they sell it for $2000, maybe, depends on what it is. Depends on how long it's been for sale. How bad they need the money.
I guess another way to say it is, they probably need the money more than the item, and eventually will drop the price significantly, and or accept the highest offer they receive, which could be half price if its the only offer.
