I have a hard runner who needs whoa but is bendy around the barrels but also needs to flex in her poll and has a tendency to want to fight the bit. She's had her teeth checked and works nicely with flexion at slower speeds but add speed she gets the head up and somethings wants to fight. She also used a tie down. Any suggestions would be great.

I like the Fred Hunter All Around to Win for what you are describing. Plenty of whoa for even my strong runners, enough bend, really flexes the poll, and none of mine have ever gotten where they push on it. They all seem comfortable in the mouthpiece and pack it without fuss. Certainly a bit for light communication not tugging. If you tend to hang on the reins , it would not be the bit . I use it a lot for everyday riding, and run in something else.

A little short shank correction will give you more vertical flexion through the poll and help straighten out and balance one that is a bit over bendy. It's generally a mild bit, and most horses tend to like it.

The yes ma'am bit would be worth a try but maybe the goostree cg is more the style ur looking for?? Are u using the tiedown? I like the simplicity for good poll collection, put a chain chin chain for whoa?? Maybe the Warner hack would give u whoa and less noodle neck??
