 Ok..this isn't about Toni and I'm sure you've probably already done this, but have you checked for ear ticks?  I had a gelding that was soooo headshy and we had never seen ear ticks in any of our horses before so I just didn't think about it at first.  I finally had him checked and bless his heart his ears were full of them.  Got those taken care of and now he's not headshy.
