No. A true gag has no curb to stop the gag action.
I would call this a combo with a slight gag action. But in my book it is not a gag. Calling this a gag is like calling it a snaffle because it has a broken mouthpiece.

I guess it's basically all about the terminology you want to use. Because my comment could be argued that I'm talking about a draw bit.
So if you are talking type of bit, no the bit pictured isn't a gag. If you are talking the action produced, then yes it could be considered a gag. That's probably why some say yes and some say no. I'm not sure if that makes sense or not?

It is not a draw gag, but it is a bit with gag action. So it all depends on what you mean by gag bit. All I know for sure is this bit is a PAIN to keep from flipping over during a run. haha
