What are some good drills for a noodle necked horse to get their body to really follow their head? I've never been on a horse that can lope a straight line with their head to their shoulder.

This is why the gentleman I took cutting lessons from never allowed you to flex them without moving their feet. Until you get it accomplished I'd say keep an outside rein and try a mullen mouth bit.
