Is it normal for a horse to sneeze all the time while warming up? Does on dirt and in pasture and has for a long time.

My mare has RAO/ COPD and I soak her hay, keep her out of the dust, and make sure I turn her out during low dew and sugar points during the day. She's pretty much without symptoms now... As per vet's instructions I give her an over the counter antihistamine as well because she also suffers from allergies.

ETA: maybe try soaking feed and cutting down on dust in the environment and see if that helps
