The cinch you're asking about is designed for shoulder relief and comfort. It is still a neoprene bottom girth like all others, just shaped differently.
I ride in a 100% Mohair Cinch. These types of cinches are made from natural fibers and stretch with the horse's movements rather than the neoprene which actually never moves while the horses skin moves underneath the material of the neoprene. It's easy to get a gall from this type of cinch in my opinion. Natural fibers are always better for sensitive skin rather than man made materials. Try a true 100% mohair cinch with a nylong billet and off billet. I doubt you'll be disapointed.

This is what I have to use on my very light gray mare with really thin hair once she slicks off. I get the girth with the velcro on fleece and wash it in Dreft or Woolite every couple of weeks.

I had great luck with the Super tuffy felt cinch by Big horn. My horse galled no matter what cinch I used till I got the tuffy , then he was real happy with me. They are flatter and wider than the weaver felt cinch.
