Are they doing this underground in their own country? I guess if they want to blow up mountains in their own country, go for it. But if they keep launching missiles over SK and Japan it's only a matter of time before a very horrific malfunction occurs and a lot of innocent people get killed. And they have had many malfunctions in the past so it's not out of the realm of possibilities.
