All but one of the grand parents has NCHA $ (very very little though like 200 and under the one earned like $14) so they did show, however not well.

The parents have done nothing NCHA wise.

These papers are not my style there are some good horses back there but I would not purchase this horse based on papers alone, just my opinion speaking per "cutting horse" side of me. I'd need to see it and be the "look" I like.

 I agree. The parents aren't very traceable because they are inactive. Whether that be from poor ownership or poor skill one may never know. 
I would pass on this horse for cutting purposes. 
If you are looking at this horse for barrel purposes you may not find much you want to hear about cutting rejects. Some make okay barrel horses, but most don't. 
This horse has way too much Doc Bar in him for my liking either way...
