I had a mare that was navicular bad enough to retire at 10. My experience with it was I bought the PHT bells and put them on her while she was turned out. She acted normal. I took them off one day for some reason and later that afternoon noticed she hadn’t left the barn. I went out there and told her to “go” and she was lame AF. Put her PHT held on her and within about 3 hours she was out in the middle of the pasture grazing.

I don't see a noticeable difference with navicular pain. They don't hurt anything so I put them on anyways but they are not must haves for me, I would look into TLC Equi-bone.
