If your sanctioning with an association, most of them carry their own insurance. The one I used is 30.00 per day and it covers contestants and spectators.

You need a special event policy which provides general liability and if you want your race equipment covered you can add "business personal property". We went through Allen Financial Group. I want to say it was about $100 per event for general liability only. https://www.eqgroup.com/horse-show-insurance/

Haas and Wilkinson offer event insurance. I have used them for about 3 or 4 years for several events with $1mil/$2 mil coverage. http://hwins.com/ And ask for Adam. I haven't found anyone who can beat their prices.

There are many insurance agencies that offer good quotes for the horse racing event. I found insurance coverage of Equisport very effective in this regard. You can also compare the quotes to get insurance price according to your budget as I am looking for horsebox insurance these days before participating in a polo event. I am comparing horsebox insurance quotes ( https://www.horseinboxinsurance.co.uk/ ) here. However, I personally believe that insurers should come with a good coverage plan for horse equipment, racing events etc.
You might not need any. Wyoming is a "ride at your own risk" state and the only thing you can be held liable for is if you KNOW something is wrong and you didn't address the issue and someone gets hurt. Learned this after we were going to get insurance to put on gymkhanas and our local fair manager told me it wasn't needed. So might check with someone like that.
