I cant speak of the protein ratio for that mixture but what I see is a pelleted sweet feed that is probably old and the pellets have broken down. Check it carefully for a moldy smell.

Yep I would not feed my horses that either, but then again I dont feed sweet feed, but that does look more a feed for cattle or pigs. I would have taken that back in a heartbeat, unless you have calves or cows you can feed it to..

I like/love my horses too much to be feeding that crappy looking feed.

Wouldn’t touch it with a 10’ pole. You have no idea what’s in it. Plus local mills tend to be dangerous. More cattle feed is sold by them so that’s who they cater to. They could be using ionophores. Or you could have something like proso millet in it that can eventually cause renal failure in horses.
Never feed a horse something that you don’t know what the exact ingredients are. They are simply too fragile to take a chance.
