Yearling got hide scraped off a few weeks ago (no idea how? Maybe another horse stepped on her?). I used vetricyn for a couple weeks and it looked better so it scabbed over and then turned to this bubbling out bump. What can I do for it?

you most likely won't be able to "shrink" it with anything. However you can either keep more from growing, or else have the vet cut the excess off and then keep it from getting larger. I've nothing but 100% success using Neo-Predef powder (from the vet)
If you leave it open and let the air get to it, it should help dry out the proud flesh and keep it from growing much bigger. The wetter the environment (ie being wrapped or bandaged) helps the proud flesh continue to thrive. If it does continue to grow, your vet may need to shave some of that off to keep it level with the hairline. It will just take awhile to heal completely.
I agree with Go Lucky Dun, Wonder Dust is great to dry out the proud flesh, its all I have ever used and keep it handy for just in case.. Dont wrap it, just dust on the Wonder dust as needed I always just coat the area.
