I just use one of the saddle racks for my pads, if not a extra saddle rack I would just put the pads under the racks, if pads or wet I would hang them over the divider to air out then but them back in the trailer when I get ready to leave an event. Sounds like your trailer dont have much room to be adding a pad hanger, unless you get one that will lay flat once mounted and will fold out when you add pads.

I bought a swing out blanket rack and had the dealer put it in the rear tack. Everything is always neat. I did see a blanket rack built over the horses' butts. It does prevent airflow and right now it is hot. My horses are huge like 16-1 and up so they would probably get the dirty. I just like my swing out rack!
