I don't think there is a bottleneck.

I can honestly say my mares are all race bred broodmares. They all have very solid female family, all but 2 are stakes producers (those 2 just need their babies to run LOL).

Our mares are by Special Task, Dashing Val, Meadowlake, Tommy De Great, Bar Forth, Separatist, and Streakin Six. Their dams are by Duck Dance, What Luck, Fantastic Native, Cause Celebre, Dash For Cash, First Down Dash, and Sail On Bunny.

We line breed sometimes, but I think that is necessary at times to improve the breed and enhance certain traits.

Competition drives change.

They need to almost have different registries types,

I.E. Quarter horse/ Hunter Type
       Quarter horse/ Racing
       Quarter horse/ Ranch Type
       Quarter horse/Western Show type
       Quarter horse/Conformation type(halter)

We are there already just have to stamp the types on papers. 

There are exceptions to the rule in all of the above but the standards are already in place.  You do not see many 17.2 hh hunter types switching to roping........Not saying good or bad just the way it has become. You would get a more acurate breed type by seperating it at this point. 
I have to disagree with you, what you are proposing would just be a money grab. We already have too much politics in the breeding industry why would we want more
I don't think AQHA needs to actually add these catagories, but they are true.
The race type can cross over to the hunter type
these 2 sires prove it, just look at their bloodlines

and I think the cowhorse/ranch horses can mingle IF and big IF they have big enough bone and are over 15 hands. The cutters/reiners I rode in TX wouldn't last a day working a WY ranch.

but the halter has no where else to go, neither do the western pleasure horses and even though the race horses may be able to do hunt seat, the hunt seat couldn't race. The desire just isn't there.
