The horse...if I don't get the feel in any bit I put on them then I will try a hack on them. 

Usually for me the horses that I can't get a good feel with a bit work great in hacks and vice versa. It comes down to what the horse works best in.

 My horse gets really behind the bit....takes a mile when I ask for an inch.  Totally different in a hack.  He only prefers certain bits and in certain instances, he does a lot better in a hack.

If they are too bendy in a bit, they get a hack.
