Horse throwing head

Looking at buying a horse and has only one vice which is throwing her head. Contacted previous owner who broke her and said she never had a problem. Current owner had her chirod and she was out but is still throwing her head. Going to have her teeth check. If that comes back all right what else could it be? An intimidation thing
(a young girl is riding her now and gets scared
) or could saddle fit play into it. They have tried hacks to and she still does it.

Saddle fit could play a roll, harsh hands, being hit in the mouth...any number of things.
My horse is a head tosser. We have combed over him, teeth, saddle, Chiro, hocks, and throw a couple dozen bits. Finally decided he's just a head tosser. He rides okay daily with a myler snaffle, but the tossing is still there. I run him in a pozzi hack and a tie down. He doesn't lean on it and he doesn't toss his head - he knows it's there and he won't get very far.
I got him for free when he was 12 with very little formal training. My assumption is he was handled roughly. It took almost a year before he would allow himself to be bridled without throwing a hissy fit.

If she's sound, bad hands will definitely cause a head tosser. Sometimes timid/inexperienced riders clench their face too tight or use the reins for balance. Depending on how tolerant the horse is it could be irritating her. I went through a phase when I was younger where I kept my reins too short and my horse started doing that but my dad yelled at me enough that I eventually stopped
I also know of a horse that my friend trained that was never ridden in any type of head gadget but her new rider has bad hands and says she "needs" a tie-down.
