I ride in a jackie jatzlau treeless (circle y). I can not seem to keep it in place on my appendix barrel horse. (He has very high withers) I don't seem to have this problem with any of my other horses and don't know if a thinner pa like professionals choice would work instead of thick pads like wool felt Todd Sloan pad I have or classic equine esp.
Any other suggestions would be greatly appreciated!

I use a saddleright pad with mine and keep the cinch pretty snug right before I run. That works for my mare. I loosen the cinch right after our run.

i had the same problem- I used a tugging collar instead of breast collar (bc would sore her in the sterum) and also went from a ESP pad to a Zone 3/4" pad.  That seemed to take care of the problem.  My horse holds her breath when cinching so I have to always check it before my run.

Could be the shoulders are pushing the saddle back, you might need to go to a wider gullet as the pommels are still wood and have no give.
I know the Jackie saddles come in a wide or regular

since the horse has high withers wouldn't a wider gullet make it sit down on them?

Try just a navijo pad when u run and u can find a thin pads to work every day. My daisy mare i rode in the early csi pad and would have to pull saddle so tight so i,would not be underneathe her after i run. But i learned that a thin pads on mt tb type mare stop the rolling. Its worth a try. I also used the expensive fleese girths. Might go to some type of mohair type girth.

The saddle doesn't sit on the withers, it sits on the shoulders. Without seeing the horse, and by what she said, there is a saddle fit problem, my guess the horses shoulders are pushing the saddle back as where the saddle is placed it is impeding shoulder movement.

A saddle shouldn't ride the shoulders.  It should fit in the wither area that's not on top of the wither.

I would try a neoprene cinch and look at the Won pad.
