I would absolutely put an e-collar on him. Dogs will self mutilate. If he starts chewing that area he can do a lot of damage.
In fact, it's the reason why they leave a "flap"
(scrotum
) when they neuter dogs. if you make the incision through the scrotum they will chew it up bad.

The pepper is NOT a good idea. He will likely continue to lick as the area is irritated and painful. And the pepper isn't going to feel very good on a wound.
He needs a cone. Did they suture the site or use tissue glue? If it is sutured you can put some neosporin on the incision site as that will soothe it a bit. BUT...if they used the glue the ointment could break down the adhesive.
You could also give him some benadryl to help shut down the itching some possibly. And I hope they sent home an antiinflammatory like Previcox or Rimadyl as that will help some too.
But get that cone.
Fyi. black pepper makes a great wound medicine. doesnt burn either. works great on all animals....

We have an aussie who is a BAD chewer...when we got her spayed she ended up chewing her cone off
(while we were at work
), and chewed ALL of her stiches out one day after surgery!
Our vet lives right down the road....came to our house, put her back under and had to resuture her.
I was a little nervous about her chewing those stiches out...

If worse comes to worse muzzle the dog with a basket muzzle so they can still pant and what not but can't lick.

Sooo we got an e collar. He somehow got it off today while no one was home. He is red down there and still doesn't want to do anything. Took it off for him to eat and I forgot my bedroom door was open and he booked it to my room where he is hiding under my bed, whining and I can't reach him to get him out. He was shaking while standing to eat soooo I will be calling the vet in the morning to take him in. Gosh this is such a pain. Prayers that he isn't infected and that we can find something to make him more comfortable and feel better.

Thank you for taking him in it sounds like is in extreme pain and some sort of complications If you can take his temperature

It makes me feel so bad seeing him like this. It breaks my heart. I hope they can get us in and they can do something to make him feel better. I want my fury cuddly puppy back. All he does it hide and whine. :-
