At what age do their high butt l level out, if they look slightly downhill?

Depends on the horse, and some never do. I have a gelding that was butt high as a 2 year old, he is 12 this year and still butt high. I have a 4 year old that never went through that stage, and a two year old who has been butt high, leveled out, butt high again.

how butt high are they? I have some that are about an inch or 2 and then by about 6-7 when they really stop growing they seem to level out or at least within a 1/2 inch or so. I think certain bloodlines are butt high, your newer track bred horses seem to have that big butt and stay a bit uneven even at maturity.
