I'm looking at buying a yearling colt. The girl who has him owns the dam but she is still registered in her parents name and they don't want to sign her over. But she knows who the stud was who is also registered. What can I do to get him registered if I buy him.

You need to get a stallion breeding report completed on the mare if it wasn't already done. Get the stallion to complete and sign their portion of the registration application.
Then get the mares owners to sign off on their part of the registration application and a transfer report.

They don't have to sign the dam over, but they do have to sign paperwork on the colt. If they aren't wanting to sign the colt over, you aren't buying it - it doesn't legally belong to her to sell.
