Diamond N in stettler Alberta Canada is the cheapest place I have seen wade pads

I got a 3000 series plain felt for 216 Canadian. And now our dollar exchange is 0.85 it would cost you less then 200 US dollars. I do know they will ship, great to deal with and will do custom orders but generally have some in stock plain and fancy ones

Equine supply in St George UT has them. They have a website equinesupply.net. They also have a facebook page. Great to work with and they do ship!
